First off I live in Houston Texas, pretty warm here in the summer.
About 6 months ago I built a 3 chamber bat house off some plans from
somewhere online.. anyways. The only place I could put this house up
was facing West. I know I know but in Houston the nighttime temp only
gets down to about 70 in the summer so it shouldnt be a problem.

BUT, I am wondering with the afternoon sun if I should keep the paint a light
olive green or consider painting the top half of the house white or the
whole thing white?

 I have not really had any luck with bats in my
house. I see a couple flying around in my backyard everynight but I
dont think theyre coming from my house. THANKS To Everyone!!!

I live in Pennsylvania, and may not be able to give you the best info, but facing West where you live, olive green sounds like a good color to me..........it might take a year or two before you get bats in it..........I would try putting some other houses up maybe facing east and south first before changing the color of the one you have.

Check this out and look under #3.  It gives insight for your area and what shade/color to consider.  You need the free adobe acrobat reader to open the document below.  I would consider an additional bat house with a lighter shade to give bats a temperature option:
